How eVTOL Certification Works: FAA, EASA and CAAC Compared

Before any eVTOL carries a paying passenger, it must clear the most demanding hurdle in aerospace: type certification. Three regulators dominate the landscape, and their different philosophies are shaping where — and how fast — the industry launches.

Three Regulators, Three Philosophies

The FAA treats winged eVTOLs as powered-lift aircraft, certifying each design under special class criteria and clearing operations through its dedicated powered-lift rulemaking. EASA wrote an entirely new standard — Special Condition VTOL — with airliner-grade safety targets for flights over cities. The CAAC moved fastest of all, issuing the world’s first type certificate to a passenger-carrying autonomous eVTOL and backing the sector through China’s low-altitude economy policy.

The Milestones That Matter

Watch for the same sequence in every programme: certification basis agreed, systems and structures testing, crewed (or remotely supervised) flight testing with authority pilots on conforming aircraft, then the type certificate, the production certificate, and finally operational approval to fly revenue passengers.

Why Timelines Keep Slipping

eVTOLs combine novel batteries, fly-by-wire controls, and unprecedented failure-mode analysis — much of the rulebook is being written in parallel with the aircraft.
