The Civil Aviation Administration of China (CAAC) has become the world’s most watched eVTOL regulator — because it was the first to move an autonomous passenger aircraft from paperwork to approved commercial operations.
World-First Certifications
In October 2023 the CAAC issued the world’s first type certificate for a passenger-carrying autonomous eVTOL, to EHang’s EH216-S, followed by production and air operator approvals that allowed paid sightseeing flights. This end-to-end first gave China a visible head start in the pilotless segment of the market.
The Low-Altitude Economy Strategy
eVTOL regulation in China is embedded in a national industrial policy: the "low-altitude economy", which designates airspace below roughly 1,000 metres as a growth sector spanning drones, air taxis, and logistics. Provincial governments compete with subsidies, pilot zones, and infrastructure investment, giving Chinese manufacturers unusually strong state support and faster local approval paths.
